you can rep even if you create a new user name.First that new user name has to spread some rep ie, that new user name needs to get some reps from someone.only then his repping power will become active.

If a person with one green dot reps you u will get only one point
and if a person like spy reps you, you will get 10 rep points.

So wait till your tall goes to 100 and see one more green dot underneath ya name
