dude...tune abhoi tak nahi khareeda!..kab se mera duimaag kharab kar raha hai oki here are the options: Guitar- Get a good guitar for arnd 15k: Check out the Arias and Yamahas. The pacifica is spo0sed to be a good buy. Dharmatma recently bought a squire stagemaster and he says its awesome..so u shuld check that one out too. U shud even check out the Washburns and the Slammers. Get somebody knowledgeable enuf to go along with u Amp: Get a marshall 15DFX or a Roland Cube 15 Effects: A Korg Ax 1000..it seems to be the best amongst multi effects..i dont thinkstompboxes wud be ideal for a beginner.
try ibanez........they are the best here in mumbai.......and its really worth the price!.......as far as i have known.......i havent seen seen any prestige neck ibanez guitars,, but only gio!
try an Aria Mac series ..(forgot the name)...tried it...really nice....looks ultra cool 2 in blue..sounds awsum 2 for rs12000 ...gud for blues as well heavy metal PS: music123.com for sum reason isnt working ...so i'll give ya the link later!

your budget seems to be a decent one i dunno much about guitars ... buy anything ... but leave aside atleast 5K for other equipment ... if u play distortion style ... then more than the guitar it is the amp and processor that dictate the tone ... if your style is overdrive ... then guitar pickups are very important .. and if your style is more toards clean then the whole guitar as such is very important ... this was very rudimentary way of classifying things ... but then u need to decide fast how u wana spend money ... processors as i told u cost anything from 5 K to 50 K ... around 10K u will get a decent sounding one ... stomp boxes usually are 3K to 5K per pedal ... and u need one pedal per effect ... whereas processor will have around 10-20 effects builtin ... ofcourse the sound quality of stomp boxes are much better ... first decide what effects u want ... post them here ... then ppl can pinpoint and give u a better advise ... what about your music style which u wanna play?
this is a standard budget - ive occaisionally seen a deal at bharat music house - u mgiht want to check that out. - i think 15 or 16k for a washburn with amp - then go for 2nd hand ax100g for 4-5k.
