Use a metronome and play ur basic chromatic scales. Start off with a slow speed and gradually increase till u reach ur limit..and then try to better it the next day..getting the picture?
You can try some excercises designed for speed. I am not a shredder, but I found some of these excercises very useful and helped me play much faster than I used to. Try this one for example: https://www.wholenote.com/cgi-bin/page_view.pl?l=6951&p=1 With a little practise its quite easy to play this at 180-200 bpm. Once you get the confidence, you can play other things fast too. Some additional tips: 1. Maintain alternate up-down picking strictly at all times (there are other techniques but this is good at the beginning) 2. Practise all excercises first starting on a down stroke, and again starting on an upstroke. This is very usefull, as it will make you "ambipickstrous" (as John Petrucci puts it), i.e. you will be able to play in any situation and not get caught on the "wrong stroke". Maybe the other shredding experts can show some more such excercises.
