How to identify a base note of a chord???

    Hello poeple..i know i can surely recieve an answer for this question from you all..

    How do we identify the base not of a chord for e.g if its D/F# the in the D chord its the lowest base note ie F#. Is it a rule that it has to be F# only or can be G# or anything else also??

    Similarly there are other sets such as C (chord)/G (base note), G (chord )/B(base note)

    Im still a beginner..please help
