Each scale has his own chords, which could be used in that partically scale. For example, the C major scale contains:
    C - F - G - Dm- Em and the Am
For other scales you can shift the chords accordingly!
These chords could be used in a every song in the C major scale, its not necessarily that all those chords are present in that song.
And then, almost every song goes out of scale (there are very less songs played in one scale), i mean there are some notes not fitting in the scale, for example Pukarata Chala Hoon Main, a famous Rafi song.
This song is played in the Cm scale but in the verse the song is going out of scale and the G major chords has to be used there:

    Cm------Bb---------Cm--
    pukarata chala hoon main

    ------Bb------Cm--
    gali gali bahar ki

    -------Ab--------Bb
    bas ek chhav zulf ki

    ---------Cm-------Eb.
    bas ek nigaah pyaar ki

    Gm--Cm-Bb--------Cm
    pukarata chala hoon main

    Cm-------------------------
ye dillagi ye shokhiya salaam ki

    --------Bb-------------------
yahi to baat ho rahi hai kaam ki

    ------Gm---------------------
koi to mudke dekh lega es taraf

    -----G-------------------Cm
koi nazar to hogi mere naam ki

Btw, these chords aren't mine, just read this thread:
