It depends on the rice quality and also on the water. Normally 2.5 to 3 portions or water to 1 portion of rice is good. Again it depends on water and rice too. If you require the rice to make some pulav or Friedrice slightly reduce the amount of water, so that rice is all separate. If you are using a pressure cooker 2.5 to 2.75 portions of water is good. If you are using Electric Rice cooker, you could just easily use 3 or 3.25. In which case, the rice gets much softer. But this proportion is assume that you are going to mix some Sambar or Rasam with rice. For pulav reduce water slightly here too.
