The first 0 at the string D (that's your fourth string from below on your guitar); 0 means play that string without pressing any of the frets. After that there is a 2 at the G-string (that's your third string from below). 2 means press the seconds fret of that string and than play. Etc etc. 3/10 can mean anything but in this it means: press fret 3 of string E (top string), strum it (play it) and slide your finger from fret 3 to fret 10 without taking your finger of the string. In short in means 3 slide 10. I would advice you to practice with other tabs, this one doesn't sound great. There are a lot here
