Well, it's completely wrong to say a cheap guitar is not good for beginners. Infact, a begineer must go with a cheap guitar and when he is sure, he can choose a guitar by himself, as per his needs and comfort buy accordingly.

Coming to "hurting the fingers", it's always better to take someone experienced when you buy a guitar. Some cheap guitars are badly built irrespective of the action. One of my friend was looking for a cheap guitar and after going through various stores & some research we bought a Jimm branded guitar for 3500 Rs, been 3 years and its still going great. Pretty much satisfied with the purchase. I've also seen beginners end up on something not comfortable or horrible pieces based on store owners recommendation just because he want to sell his inventory.

Just take a note, whatever amount you spend on your guitar, make sure it's worth.
