If you're open to second hand gear, go take a look at some ads in the guitar gear talk forum. A new guitar+amp<10k is almost guaranteed to be bad... The cheapest guitars which people recommend around here are in the ~12k range (without amp). If not open to a second hand deal, save up to bring your budget to atleast 16-17k for the bare minimum level of "half-decent" gear.
