You know I've got by driving license very straight - long time ago (no online stuff then).
Took test, passed it, learner license, 30 day later driving test - and presto Driving license without spending even an extra paisa.

The same way I got my passport.

So my conclusion is that Indian govt machinery works extremely well and there is absolutely no corruption in India.
