Best way...avoid using personal transport: especially 4 wheelers...
Use public transport as much as possible, but the results will be obtained only through a cumulative effort.

Best way to avoid traffic is to travel on weekends... Or else non peak hours during weekdays..i.e. 10am - 5pm Strictly!!!!

Public transport in mumbai is one of the best in the country.
Suburban delhi has bad bus transport.
Kolkata is very close to being the best.
And compare the same with the condition and frequency of buses in pune considering distance, duration and need of bus use. Local train travel is futile as distances to be travelled from the closest railway station can stretch to tens of kilometers. In Pune, you have to have a personal vehicle. Sometimes I feel that Pune is and expanded version of Mumbai, geographically, both urban and suburban.
(Pune lovers, that doesn't undermine the city: its a cleaner, greener city than mumbai or delhi.)

And finally, local train rushes are common to almost every place in the country, where there is a specialized local passenger transport system. Compared with the population, the rush seems to be justified, though it needs more long term planning and the mono rail, urgently.
