All i know is that this song is in 3/4 timing, not the conventional 4/4, so strumming is little different.

The 4 on top indicates that there are 4 notes to a bar.
The 4 on the bottom indicates the intervals of the notes you are playing: Semi-Breaves, minims, crotchets or quavers.
Quaver: 16th notes
so a 4 on the bottom indicates that you are playing crotchets.
