i have an alternative, ( i'm not sure if u can digest it ) :
make your webpage's default aspect ratio as 16:9 e.g. 1366x786,
where u can use 342x768 area for PERMANENT sliders, either left or right or both (171x768 + 171x768)
rest 1024x786 area for forums which will be a 4:3 ratio
mostly LCD, Plasma monitors and Laptop screens are 16:9 or 16:10, these users can see ur PERMANENT sliders while using the forum.
4:3 users will have a horizontal scroll bar for adjusting webpage which will be less irritating than the present scheme, still they'll see ads
NOTE: most common aspect ratio in PCs for home use is 4:3 & 16:9
